Barbara A. Mallett - Mayor of East Spencer, North Carolina

Barbara A. Mallett is a native of Morganton, NC. Where she went to Olive Hill High School. She had a big family. Her dad, Robert H. Avery, who was the second of 10 children, served in World War 11 and came home to work at SGI Carbon. Her mother, Annie Mae Kanipes Avery, was the oldest of 11 children and a nursing assistant at Broughton Hospital in Morganton.
They were the proud parents of eight and Mallett is the second eldest Mallett has lived in East Spencer since 1976. But prior to that, she, and her husband Garry -they have been married 56 years and spent 15 years in Brooklyn, New York.
Mallett is currently attending Livingstone College to earn a Bachelor of Arts Degree in Religion. She holds an Associate Degree in Accounting from Rowan-Cabarrus Community College and a Bachelor of Science in Business Management from Shaw University.
Her work experience includes serving as the Town Clerk and Finance office for East Spencer from 1980-2000. Barbara served on the East Spencer Board of Aldermen from 2005-2009. She was Elected Mayor in 2011, 2013, 2015, 2017, 2019, and 2021 at the end of this term she will hold the title of the longest-serving mayor in East Spencer’s history at 12 years.
Barbara is a faithful, servant leader at Southern City Tabernacle AME Zion Church in East Spencer, where she serves in many capacities including class leader, deaconess, previous president of The Lay Council, Chairman of the Trustee Board, a Life Member of the WH & OM Society, co-chairman of the kitchen committee and local secretary of the WH & OM Supply department. Barbara attends weekly Sunday school and Power Hour sessions when in session.
In the Salisbury-Rowan Community, Barbara is a member of the following:

The five best words to describe East Spencer is Tenacious, Resourceful, Open to Partners, Diverse, and Focused. I am proud of what our administration and Board of Alderman have accomplished: the purchase of new police and fire equipment of $500 thousand paid in full, the sale and repurposing of land in the town to spur redevelopment of homes and businesses, redevelopment of Royal Giants Park, $850 thousand with the help of State Grants and community support, preparation of the I-85 Corridor Development Plan at Exit 79 for economic development, water and sewer improvements with the help of a State Grant of $23Million dollars, especially the loop line on Choate Rd. which was birthed out of the necessity for water during the Dunbar School fire. Also, improvements in housing and town facilities.
Likewise, some of the challenges the town has ahead of it bringing investments and consumer services into town, getting a new I-85 interchange at Correll Street and McCanless Road, securing the town’s future through voluntary annexation and development of ETJ (extra-territorial jurisdiction) area and building our tax base.
Despite her busy schedule and civic involvement, Barbara still manages to be a loving wife to Gary, her husband of 56 years; mother to her daughters; Crystal Mallett and Tarsha Mallett, as well as grandmother to Amber Carter and Cameron Mallett, and great-granddaughter Zanylah.
Daily meditation is an essential part of Barbara’s life. She is confident that reading the bible and prayer every morning helps her stay focused.

Andrew I. D. Harris and Linda S. Harris

Mr. Andrew I. D. Harris graduated from Dunbar High School in 1966. His lovely wife, Mrs. Linda S. Harris also graduated from Dunbar High School in 1967. They have been married for 52 years. Mr. and Mrs. Harris are the proud owners of Define Design Hair Salon, built in 1995, and 2 The Tee Barbershop built in 2010. The barbershop is presently rented out as a retail space. Both locations are located North of East Spencer, NC. Prior to the opening of Define Design, Mrs. Harris worked as a hairstylist in a small salon for a few years in East Spencer. Mr. and Mrs. Harris have been in business for over 30 years.
Mr. and Mrs. Harris have two beautiful daughters, Tara H. White of Salisbury, NC, and Aleashia H. Brandon of Spencer, NC, who is married to Brent Brandon. Mr. and Mrs. Harris are blessed with one granddaughter, Tianca Diane White, and one grandson, Damian Andrew Brandon. They have one great-granddaughter, Chyna S. White.
In past years, Mr. and Mrs. Harris have been recognized by the Rowan-Iredell Area Credit Union for making a positive impact in the community of East Spencer, NC, through their business ventures. Throughout the years, Define Design Hair Salon has been able to impact the local community and Rowan County in a myriad of ways including but not limited to:
  • Providing hairstyle services for various local funeral homes.
  • Ability to give away school supplies for “back to school” for the youth.
  • Provided “back to school” hairstyles for youth free of charge.
  • Ability to provide gift bags to those in need.
Mr. and Mrs. Harris have also been devoted members of Antioch Missionary Baptist Church for over 40 years, serving in different leadership capacities.
The Harris’s are dedicated to community service. They would like to leave you all with this quote:

Tony Jerome Hillian - Dunbar School Alumni Association, Inc.

Born on July 14, 1974, in Rowan County, he was the son of Samuel Hillian, Jr. and Jacqueline Foxx Hillian.
Educated in the public schools of Rowan County, he was a graduate of Salisbury High School, Class of 1993. Tony continued his education, receiving a Bachelor of Science degree from Shaw University and a master’s degree from Strayer University, both in Business Administration. He was last employed with the City of Salisbury Parks and Recreation Department as a counselor, Director of Support, and videographer for Noble and Kelsey Funeral Home, Inc. He also served as Alderman in the Town of East Spencer (The “28039”). He was also a volunteer for the East Spencer Fire Department.
A member of Southern City Tabernacle AME Zion Church, Tony served as Chairman of the Trustee Board, Director of Operations, a member of the IC Choir, Technology Director, Lay Member, and an Honorary Member of the W.H.O.M. Society.
Tony was truly an advocate and mentor to the youth of Rowan County. He worked with the East Spencer Drill Team, coached the Salisbury Kings, North Rowan High School girls’ basketball team, and the Championship Jr. Hornets basketball team, served as an instructor for the Salisbury Parks and Recreation Department NBA Babies basketball team, and was involved in the International Sports Training Academy. He also was involved with Swagga Youth Apprenticeship, Inc. which helps develop a work ethic for teenagers, and young adults who are working at the Charlotte Motor Speedway. From 1985-1995, Tony was a part of the East Spencer Anti-Drug Step Team and received the BET Award for Top 10 Teens Around America in 1993.
His community involvement was outstanding. Tony was celebrated for those contributions. In both 1992 and 1993, then Mayor Margaret Kluttz presented him with the Mayor’s Medal. In 1996, The Salisbury Civitans awarded him the Good Samaritan Award. Also in that year, he received the Martin Luther King, jr. Humanitarian Award, and an award for outstanding leadership in the community from the Rotary Club. He served on the board of Essie Mae Kiser Foxx Charter School was the chairman of the policy council for the Salisbury Rowan Community Action Agency.

Diane Rucker Phifer - Dunbar School Alumni Association, Inc.

Diane Rucker Phifer is a graduate of the class of 1968. A 1971 graduate of Kate Bitting Reynolds Memorial Hospital School of Nursing, Winston-Salem, NC,
Diane worked in several hospitals as a Unit Preceptor, Lead/Charge Nurse and Supervisor on the medical post-op surgical units, ER, Prison Triage/Infirmary and Geriatrics and Extended Care Units. In 1980, Diane was the first African American female Registered Nurse hired at the Piedmont Correctional Center, Salisbury, NC. In 2013, Diane retired from Salisbury, NC Veteran Administration Medical Center after 23 years of service. She is a retired Registered Nurse with 41 years of service.
Diane is the daughter of the late Robert Maceo and Essie Simpson Rucker. She has been married for 48 years and has 1 daughter and 2 granddaughters.

Arnethia a native of Salisbury, NC. was educated at Shuford Memorial Elementary School in Granite Quarry, NC. Two (2) years shy of graduating from Dunbar High School, she consequently graduated from Boyden/Salisbury High School; earning a BA degree from Livingstone College, a MS and a MA from NC A&T SU, then completed further studies at Atlanta University, Atlanta, Georgia.

Arnethia is proud of her service to her church, family, and community.

Currently, she is an active member of Mt. Zion Missionary Baptist Church, American Legion Auxiliary, Rowan-Salisbury NAACP, Rowan County Democratic Party, and Equal Justice Initial. She is also a Lady and Pearl of Alpha Kappa Alpha Sorority, Inc.

A retired educator, she has dedicated over forty (40) years between Livingstone College, NC A&TSU, and Rowan-Salisbury Schools.

She is currently working on the next chapter of her life where she is striving to continue a life of service through entrepreneurship and travel.

Arnethia’s greatest pride comes from being a daughter of the late Mr. Ivery and Mrs. Rutha Alexander and the wife of Mr. John Alfred Daniels.

John A. Daniels - DSAAI Charter Member/Chemist

John is a native of New Bern, NC; graduating from J. T. Barber High in 1960. He attended Livingstone College in Salisbury, earning a BS in Chemistry in 1965. He attended the Business School at Indiana University, receiving an MBA in 1972.

John worked for International Harvester for seven years, serving as a Chemist/Metallurgist and Principal Chemist while in Indiana. After graduate school John worked approximately thirty-two years at the Salisbury Polyester plant started as Fiber Industries, retiring in 2004 after a varied career as an Engineer, Group Leader and Superintendent.

John is member of Phi Beta Sigma Fraternity and has been involved in community activities including service on the Salisbury Planning Board, the Board of the Community Action Agency, coaching Tennis at Livingstone College; and serving as Livingstone’s volunteer Sports Photographer for more than twenty years.

He is a member of Mt. Zion MB Church and regularly plays golf with a local retiree group, the GARS. He has also continued to volunteer as Assistant to the Women’s Tennis Team at Livingstone. His wife of thirty years; Arnethia, also actively supports the Women’s Tennis program at Livingstone.

Benjamin Davis, Sr. - First Human Resource Professional Fieldcrest Cannon

Benjamin Davis is a United States Army veteran, retired from Pillowtex in 2003 after 28 years, where he served as Human Resources Manager. Over five years he has worked and served veterans at the Eye Clinic at the VA Medical Center in Salisbury, NC.

Recently, Mr. Davis received statewide awards presented by the Office of Governor Roy Cooper in recognition of service and dedication to the people of North Carolina. Mr. Davis received The Old North State Award during a recognition program held in June at his home church, Shady Grove Baptist Church, East Spencer.

2017 Dunbar School Alumni Association, Inc Awards Gala

Approximately 200 alumni, friends and guests participated in the 2017 Gala hosted by the Dunbar School Alumni Association, on Oct. 7 at the Salisbury Civic Center. Our biennial gala is held to generate funds for scholarships to be awarded to descendants of former students, teachers or administrators of Dunbar School who are current financial members.

The highlight of the evening was the induction of three alumni into the association’s Hall of Fame: Larry Poe, Willie Jean Kennedy and Rev. Reginald Massey.

Retired Rear Admiral Larry Poe was a member of the class of 1961. He attended Livingstone College before transferring to UNC Chapel Hill, where he received a B.S. degree in science. Poe received advanced degrees from several institutions of higher education prior to enlisting in the United States Navy where he eventually earned the rank of Rear Admiral.

Willie Jean Kennedy graduated as the Valedictorian of the class of 1962. Kennedy attended Livingstone College as one of the first recipients of a Future Teacher Scholarship provided by the State of North Carolina. After graduating with a BA degree in English, she was hired to teach English at the school from which she graduated, and has since provided more than three decades of service to the students and teachers in the Rowan-Salisbury School System. She is currently completing her third consecutive term on the Rowan County Board of Education.

Rev. Reginald Massey was a member of the class of 1964. He earned a BA degree in Sociology from Livingstone College and a master of divinity degree from Hood Theological Seminary. Rev. Massey is recorded in historical records as the first African American mayor of the Town of East Spencer. During his three terms as mayor, Rev. Massey was appointed to the Intergovernmental Commission by the governor of North Carolina. After his tenure as mayor, he worked as a chaplain at the William “Bill” Heffner VA Medical Center. An ordained minister, Rev. Massey also pastored at several AME Zion churches.

According to Gala registration records, alumni representing classes from 1944-1969 were present. Etta Massey Webster, retired educator from Washington, DC, was the oldest attendee. Other out of town alumni present included William Barbour, Brenda C. Blakeney, Elva Wiley Chawlk, Carolyn and Lester Davis, Dollie Faggart, Alton Gaither, Christine Byers Green, Jimmie Hackett, Virginia Byers Hickman, Teresa Johnson, Thomas and Susan Lowe, Raymond McDaniel, Carolyn Witherspoon Paige, Doris Boler Phillips, Gerald Poe, Jean Ruffins, Phyllis Rutherford, Julia Hammond Rush, Varnetia Sims, Walter and Alice Swann, Charles Weddington, Hazeline Byers Wiley, Shirley Russell Williams, Bill and Linda Witherspoon, and Jimmy Witherspoon.

Gala committee members were Edna Davis Thomas, chairman; Sandra Corpening, Carolyn Napoleon, Hazel Kennedy, Valerie Sifford, Elaine Tate, Jimmy McCullough, Mary Lee, Jim Corpening and Linda Wylie.

He is the owner and operator of Krider’s Café in East Spencer, N.C. Krider’s, as the café is best known, is one of a few black owned establishments that catered to the black township during segregation. The family-owned business took pride in serving the teachers, students and workers of Dunbar High School during its existence. Krider’s Café is known for their fresh, handmade Krider hamburgers, hot dogs, footlongs and chili cheese fries has been serving the community for over 59 years.

Mr. Krider is a member of Shady Grove Baptist Church where he has been serving as an usher since his youth.

William Ray “Pete” Kennedy - Salisbury City Council/Entrepreneur

William Ray “Pete” Kennedy is a 1954 graduate of Dunbar High School. He taught several years at Dunbar High School after graduating Livingstone College. Over 28 years as an educator, Kennedy taught as a schoolteacher, coach and guidance counselor, many of those years at East Rowan High School.

In 1980 while at East Rowan High School, he began his real estate career with the first African American real estate company in Salisbury, NC, established in 1974, Charles Roberson Realty, Inc. In 1983, Kennedy opened his own real estate firm, William R. Kennedy Realty, Inc.

Elected 11 consecutive times to serve on the Salisbury City Council, he was the only African American serving on the council during his time in office. He became the only African American to serve for 22 years and holds the status of being the longest consecutively serving city council member in Salisbury.

Kennedy received the Order of the Long Leaf Pine, the highest honor a civilian can receive in the State of N.C.

He is a member of the 33 Degree Mason. Served on the National League of Municipalities.

Received the Livingstone College President’s Hall of Fame award. A faithful member of Southern City AME Zion Tabernacle serving on the Trustee Board Served on the Salisbury-Rowan Community Foundation board of trustees and is a member of Phi Beta Sigma Fraternity, Inc.

Essie Mae Kiser Foxx - Community Activist

Essie Mae Foxx is a Community Activist that has held the East Spencer community near and dear to her heart. In 1984, she organized the Mass Dunbar Reunion. Mrs. Foxx attended the Rowan County Schools and is a proud graduate of Dunbar High School in East Spencer. A faithful and devoted member of Southern City Tabernacle AME Zion, she has served on the Steward Board, the Historical Committee, the Deaconess Board, the Women's Home and Overseas Missionary, Lay Council, a Co-Chairman of the Legacy of a Leader Committee and other boards and organizations through the years.

On Feb. 9, 2014, she was honored by Southern City Tabernacle AME Zion Church as the “Legacy of A Leader”. On Sept. 3, 2015, the Town of East Spencer gave a tribute to Essie K. Foxx by naming a street in her honor, “Essie K. Foxx Lane”.


John L. Rustin, Sr. - First African American Police Chief in Rowan County

John L. Rustin is the former mayor of East Spencer, NC. where he is also a retired police chief after many years of service.

Rustin, an East Spencer native, started his law enforcement career in East Spencer as a part-time police officer in 1952 during segregation. He eventually worked his way through the ranks becoming police chief in 1974. While working for the police department part-time, Rustin worked for Isenhour Brick and Tile company in East Spencer, now Boral Brick. An honored World War II veteran, Rustin serves on several boards including the Rowan Chamber of Commerce, the Civitan Club and Peace Officers Association. He is a life member of the local NAACP and N.C. Association of Chiefs of Police.

Rustin is a recipient of the Martin Luther King Jr. Humanitarian Award. East Spencer, N.C. dedicated a street named in his honor, which is located beside the East Spencer Post office. In February 2011, Rustin received the Order of the Long Leaf Pine, North Carolina’s highest civilian honor. Rustin is a member of Southern City AME Zion Tabernacle Church serving on the trustee board.

Erza Gilliam - Dunbar Principal/Educator

Ezra Cole Gilliam is a graduate of J.C. Price High School in Salisbury. He earned a Bachelor of Science Degree from Livingstone College, Salisbury, a Bachelor of Science Degree, from N.C. A&T State University, Greensboro, and a Master of Science Degree from Iowa University, Ames, Iowa.

His career includes teaching principal at Summer Siding School, North Carolina, from 1940-1942; instructor at Tuskegee University in Tuskegee, Ala., from 1951-1955; instructor at Luther Jackson High School in Merrifield, Va., from 1955-1958; teacher and principal at Dunbar High School, East Spencer, from 1958-1969; and was research director for Rowan County Schools, Salisbury, from 1969-1981, from where he retired in 1981. Mr. Gilliam is an inductee of the N.C. Community Action Inaugural Hall of Fame as of Nov. 10, 2005, and the Livingstone College Leaders Hall of Fame inductee as of 2009.

Mr. Gilliam, a commissioned officer, served in the Armed Forces in Asiatic-Pacific Theater, retiring in 1977 from the United States Army Reserves at the rank of Major. He has successfully completed the Industrial College of the Armed Forces on June 3, 1971 and is a member of Local Chapter 107 of the American Legion.

A member of Trinity Presbyterian Church, he serves in the capacity of Church Elder, Church Treasurer and Superintendent of Church School. In 1989, he served as a Commissioner Delegate to the General Assembly of the Presbyterian Church (USA) at Philadelphia, PA.

Mr. Gilliam is a member of Phi Beta Sigma fraternity; a board member and treasurer of the Salisbury-Rowan Community Action Agency, Inc.; a life-member and past Second Vice President of NAACP; former adviser to the Farm Service Agency; and a member of the Farm Committee of Cooperative Agriculture Extension. He is currently serving as an active board member of Nazareth Children's Home.
